Before the arrival of the first Europeans in the region, in the 16th century, it was inhabited by Carijós Indians. The first permanent settlements in Novo Hamburgo date back to the 18th century, when Portuguese, mostly Azorean immigrants, settled in the northwestern part of the city, in the neighborhood known today as Rincão dos Ilhéus, or simply Rincão. On July 25, 1824, German immigrants began to arrive at the Colony of São Leopoldo and soon developed a thriving rural society in the Vale dos Sinos region. Shortly thereafter, small urban centers began to appear in the colonies. One of them was in the Hamburgerberg area (which today is the Hamburgo Velho district), from where the present-day Novo Hamburgo originated. The lack of resources to complete the Porto Alegre-Hamburgerberg railroad, in 1876, made the British who built it to build a station where the work stopped, naming it New Hamburg-Novo Hamburgo.[6] The place, until then an open land, began to attract residents and commerce, giving rise to the city.

The emancipationist movement began to take shape in the early 1920s. The Liga Pró-vilamento, formed in 1926 by several important personalities in the city, was received by the state governor and, on April 5, 1927, the municipality was emancipated. Guilherme Ludwig was elected vice-intendent, with Leopoldo Petry being the first intendant of Novo Hamburgo.

With the city emancipated from São Leopoldo, its industrialization accelerated, becoming one of the economic centers of Vale do Sinos. For a long time, the industry was practically formed only by the leather-footwear chain, with several prominent companies. Among the pioneers stand out Nicolau Becker, creator of the first tannery in the city, Guilherme Ludwig, Pedro Adams Filho, Augusto Jung, Pedro Alles and Artur Haas. The city is known as the "National Footwear Capital".

The growth brought by footwear attracted countless immigrants, swelling the city from the 1960s onwards and giving rise to most of the social problems, given the inability of government officials to adequately accommodate everyone. Although the crisis of the 1990s stopped the population growth in Hamburg, it exacerbated the most serious problems in the city, such as slums, insufficient transport and deficiencies in infrastructure. Currently, the city has one of the tallest buildings in Rio Grande do Sul, Residencial Sunset, located at the top of Hamburgo Velho, with 28 floors, as well as Porto Brasil, in Vila Rosa, also with 28 floors.
