A free ball is called when after a foul, the cue ball is snookered. The cue ball is snookered when each red (or whichever the ball on is) is totally or partially blocked by colours (balls not on). The pink partially blocks all reds in the video, so the cue ball is snookered by definition. As happened after a foul by Murphy, O'Sullivan was awarded a free ball.

The confusion for O'Sullivan is that some reds behind the pack are blocked by other reds. In that case, you could imagine all the other reds disappear: you only have the cue ball, the colours and the red in question. If you can hit both sides of that red, you're not snookered. But if you can't (e.g. you can hit it full ball, but a colour prevents you from cutting its left side), and the same goes for every red, then you're snookered.

Remember, according to the official definition, 'Snookered' implies partially or totally blocked, not just totally blocked as we usually consider it. So you could be snookered even if you can hit part of the ball on, regardless of whether it is a free ball situation or not.
