Take rose mature branch and cut this as much you need. Plant it in the river sand and cover it. Keep it shady place. Don't remove the cover until leaves are mature. Give water once time in a week. Wait 45 days for root. You can do it anytime but summer season is the best for growing rose tree from cutting. It is easy method to propagate rose tree from cutting.
